Nope, its essentially a plea for more easy targets. The 'move all L4's to low-sec' is a dead give-away.
Low-sec suffers for two reasons in my view.
The 23/7 camps that plague low-sec entry points.
And the fact that scanning out low-sec mission runners has been made much easier.
If you combine these things with the fact that the 'pirates' aren't actually pirates at all in the sense that they operate out of commercial interest, being more interested in KM's and 'carebear tears' then what reason is there for those 'carebears' to come?
None.
Its why they don't.
You can't force someone to do something they find unpleasant. Its a game its meant to be fun.
So 'pirates' complain loudly to CCP in the hope that CCP will force-feed them KM's in the shape of miners and mission runners when they move L4's to low-sec.
Players behaviour has to change. Low-sec should be treated more as a 'farming ground' than a 'killing ground'. Competing cartels battling over the rights to farm industrial activity in their areas.
Players should take the intiative themselves and stop carping about nerfing other people's playstyles to suit their own.
Leave low-sec alone, its just fine thanks.

You are wrong on count ONE! 0.0 entry and exit points are more camped than low sec points.
As for count TWO... if youre ratting with people in local you do not know in low sec you deserve to be scanned down. the people scanning you down are just ninja salvagers who want to salvge youre wrecks. more so the one youre ship will become lol.
On count one, no.
Operating in both 0.0 and low-sec, Bosena 0.4 has far more camps than say B-Vip in GW as does Atlar also 0.4. 7q could maybe rival it but the overall impression is that low-sec camps that indulge in hauler slaughter happen far more often than 0.0 camps. There could be regional variations in this to be sure but 'gankbears' tend to prefer low-sec camps as the traffic is ordinarily far higher and the kills easier to dispatch.
On count two, I'm perfectly aware of scanning mechanics and have poeple in gang with me that are ridiculously good at doing it. The hard evidence here is that before scanning changes Hedaleolfarber in MH was a low-sec L4 hub whose traffic generated fights from Sakulda up to Oddelulf. Now that portion of MH is widely deserted and the resulting market that used to exist has disappeared.
Low-sec mission running is still possible as I do it myself from time to time but its been made a lot less worthwhile.
Low-sec doesn't need 'fixing'.
Hi-sec doesn't need nerfing.

I can't help but wonder if raising the ISK generation of the current population will only reduce immigration from empire to low sec. I don't feel that there is a problem regarding how much ISK the current residents of low-sec can generate. Generation of said ISK demands an element of teamplay and co-operation but its certainly possible.
The only change that I would consider for low-sec curently would have to do with the quantity and quality of ores available which may, if changed for the better, persuade more organised and capable industrial corps to head down there.
The fact remains that its the behaviour of the 'hostiles' in low-sec that causes the issues. I don't know where some of the more abusive participants in this discussion live who claim that low-sec is easily traversible in a battleship but usch lone journey's in MH would see you unhorsed fairly quickly.
'Pirates' (I use the term advisedly) in low-sec err on the side of the KM over the potential return of an encounter with industrialists and so there are no relationships developing where being seen to be in low-sec is a profitable exercise. Instead we see constnt scorn heaped on anything other then a PvP playstyle and a demand that CCP furnish them with easy ganks.
Its simple, unless players behaviours change no amount of nerfing of hi-sec on CCP's behalf will force players down there. The call for L4's being moved will swiftly be followed by a call for L3's to be moved as well.
So I'd agree that an enhancement for the rewards in low-sec will do little to encourage immigration to it unless its accompanied by a change in attitude on behalf of the 'pirates'.

I'd argue you use the term incorrectly. The definition of a "pirate" is impossible to nail down for sure.
Its certainly debateable, my view would be that there are too many pirates out there that indulge in KM whorage which is counter-productive to profit which is presumably what organised criminal activity should be directed towards.
To encourage low-sec population activity as opposed to increased killboard acitivty, there need to be a prospect of mutual profit. As it stands now there's very little prosepct of that and so the level of risk far outweighs the possibility of reward.
Speaking entirely for myself I'd like to see lows-ec become an arena of competing protection cartels that enable exploitation of low-sec resources whilst supplying increased low-sec PvP.
More people = more targets.
This is where I feel that players behaviour has to change, Unfortunately, players have become too used to achieving their desired ends through consistent and vociferous moaning, rather than in-game means and so the 'nerf-hi-sec' calls have become ever more strident.
Ordinarily I wouldn't say too much here as it's generally a hive of flaming, trollishness and abuse of the 'stfu' variety but as I spend so much time in low-sec it irritates me no end to see people trot out the same tired old 'nerf hi-sec' agenda to enable them to gank more mission fits and crappy haulers.
As you say its perfectly possible to live in low-sec, after all we were neighbours once it requires teamplay and a willingness to die on occasion but its perfectly possible. My point would be that it would be even more possible given some accomodation on behalf of the less-able pirate gangs that are out there.
(Incidentally, [SP0RE] have always had a lot of time for [BYDI] as the best corp opponents we've ever faced. Hope Ugluuk doesn't make himself absent for too long)

Interesting idea but I'd prefer it if the control of an area was less 'mechanical' and more informal if that makes sense.
It would provide the unique gameplay angle that Cailias was talking about however as well as the potential for increased rewards.
